Switch like this : obers to tier 1 (function similar to penal/of),stuka to tier 3 and reduce the price to other tier 3 arty units , IR half truck moved to mechanised and buffed (give it som other role not just spotter , like reinforce,etc)

I would think a small bonus would be the way to go.
LMG upgrade for Volks or 10% faster vet for Volks/sturms or bolster for sturms/Volks.
