Commander selection is predictable due to to not-so-good base units. Rest assured that if he has gone FHQ that you won't be seeing any challenging armor from them late game. In: COH2 Balance

I say that is what keeps the game new and fresh. The Soviet's are already combating an issue of very predictable game play.
