Well, they do have one, but it's certainly a lot more restrictive with an obvious drawback to being able to use it compared to "from a cheap repair unit". In: COH2 Gameplay

I do kinda like how it tips the hand of the USF player though, which makes it a bit more involved for everyone in the game than "FREE UNIT!". Making it optional whenever kinda really just makes it "FREE UNIT!". In: COH2 Balance

Unless the game is really well balanced and the difference between the worst and the best is tiny. Iunno, pretty common for games to have tiers to the effect of "This is for...": "if you like winning", "being ok", "if you're trolling". In: COH2 Gameplay

All fairly solid stuff in it (yes, even Hit the Dirt - you're quick enough, you can use it to ignore suppression, and it's better than actually being in light cover now because the squad won't bunch up to all be exploded) - were Soviets' base tier units perfectly balanced, Conscript Support Tactics probably would be just as perfect.
