It's simply pretty, PRETTY bad optimisation. In my case I have a i7 processor and a Geforce GTX970 graphics card and I usually have to wait 10-20 seconds longer than my mate until the game starts for me. In: COH2 Bugs

So there shouldn't be much players playing online right now and that makes the matchmaker go lucky. There is always a chance to be ranked against a non-yet-ranked player but the matchmaker usually tries to avoid that. But by the fact that it's so early the chance becomes much bigger.
