The hammer tech give access to "war speed" that have to gained via "repair".
Oddly the ability has priority over repairs and the engineers will first give "war speed" and then repair the vehicle.
Imo it should be changed to have lower priority since repair might allot more important.

I thought it applied the war speed and repaired at the same time?
