I don't what causes that but that happenned to me like 5th time in two days.
Out of nowhere all buttons on the unit skill board (which also contains retreat button etc.) disappear. Not only that but hotkeys don't work either on the unit that is bugged. (Bug occurs individually on Infantry Sections not all of them at one time)

Vilshanka bug. Known bug. Occurs more commonly on a few maps, notably vilshanka and oka river. Garrisoning removes the bug, if on an ungarrisonable weapon team or vehicle, you're out of luck.

That happen with my Churchill tank also, I couldn't select or move.

Happened to a ranger squad one time but then a skill plane landed on top of them and it fixed it lol
Panzer tactician is no different than a skill shot. Hardly a "Free" get out of jail card.
