That would be pointless on 222. 221/223 could use something like that though, so it won't lose to the universal carrier.

With a 100% chance to pen the rear no less (note this may actually be out of date.. I remember them changing the pen to actually fall off instead of a flat 35. Idr what they changed it to)

If so give SU scout car lazer machine gun and a built-in flamethrower and a portable cofee maker machine please

222 could be easily balanced against that by giving it wraithbone or living metal chasis, which would self regenerate all the time.
I'd replace turret weapons so instead of mg34 and 20mm autocannon it can have scatter laser and pulse cannon, this would bring its AI and AT performance on a sifficient level with other scout cars.
Low mobility and cover collisions could be addressed by slightly reworking suspension into a skimmer.

It could look something like this with these slight modifications and finally it would be worth all of that sweet 30 fuel for all the anti air, anti infantry and anti tank capabilities it got:

why not give the 222 the protoss regenerating shield ?

222 arguable balanced. In my opinion we can adjust its AT counter. For example we can give the ability "threat breaker" like AT halftrack at vanilla COH for 1 or 2 star 222 , it must only work when 222 aims light vehicles or light tanks side armors at medium to close range with small RNG at cost like 30 mun or like that. Or we can buff 222 for "weapons team hunting". For example 222 can gain more accuracy to AT guns ,MG Teams etc. Or just little bit buff againts T-70 and AEC for more penetration.

I would like to see it more survivable that's all. I would kill to have a bulletproof light vehicle as OST.

It wasn't bullet proof.
Allied heavy machineguns ripped it to shreds, even infantry small arms would penetrate it without much problem at closer ranges.
Germans never used heavily armored cars, western allies did. AEC has literal tank turret mounted on it.
Its armor was half of that of AEC, Greyhound or M20 and only better armored part of the vehicle was its turret. Double or more weight of allied armored cars didn't come from fat american crews operating them, it was the armor.

Plus, its most durable LV for its timing and price range.
If it got anymore armor, it would have to lose all that health it got and it still wouldn't change how you fight it, because in hands of competent player it doesn't die to non AT infantry, unless you had bad luck, got ambushed and lost engine.
