Probably he means they are super hard to kill because when their counters appear, the soviet already has at nades and guards and mines down to hard counter the counters.

You have sprint as oshteer and OKW too.
We are talking about sprint on snipers not sprint generally, which is actually available to all faction (doctrinal mostly).
There is difference.
On the other hand "tactical movement" is available for ostheer sniper also.
Not sure to whom you refer with "you".

In what game mode? Panther spam in a 1v1 is nonexistent, so I guess this strategy is team game orientated? Nonetheless, it sounds like a dickhead strategy.
