the issue with penal veterancy

how close are we talking about? in my test the fights were very close. the penal were nearly matching a unit 100 mp more expensive with a similar role.



Tested vet 3 Obers vs vet 3 Penals standing on oposite site of a sandbag.

Obers melted Penals losing only 1 model.

No upgrades for Obers nor Penals.

penal are mostly fine until they pick any light mg then they become old ober
Here they are before and after they get lmg :


It's not like they could buy LMGs. The british supply truck is a very limited case, other than that no LMGs at all.

Penals ar 100% fine

I did more tests and it seems that a close fight is somekind equal with huge rng involved, since few times Penals were able to win with 3 models left while other times Obers won without losing a single model.

Tho it's good for Obers that pure long range infantry can fight and win with close range infantry.

It's like Thompsons Paras winning long range fight against Falsch (close range vs medium/long range)

the penal is actually kind of a long range unit. I've updated the chart and the penal's dps at close range is not that amazing. it's a bit better than the volks but not by much.

I had on my mind differences between bolt rifles and semi auto rifles profiles.

which doesn't apply in this case. the svt-40 is basically a bit better than the volk's kar98

their additional +30% accuracy bonus at vet 3 is too much for their current svt-40. They had that bonus back when the svt40 were crap, but the current penal just turn insane once they hit vet 3.

the 30% accuracy bonus at either vet 3 or vet 3 should be removed.


Firstly i'd like to agree with you that over-powered units are frustrating and tend to steam-roll.

Is this a risk/reward issue of going T1 and having success resulting in veterency?

Without doctrinal guards going T1 leaves a soviet player watching the clock - have the opposition got enough fuel for a luchs or is that a flame halftrack I can hear through fog of war?

If i have gone guards have i earnt enough command points to get guards. If i got no AT in time it's over T1

I think there are good options for countering AI units but I do get where you are coming from.

the original dps profile for 'carbine" never really worked. svt-40 was the last holdout and one of the reason why it sucked.

Well, the G43s more or less follow the theoretical model. PFs' don't even improve their max-range DPS by 10%.

the gren g43 was originally worst than the kar98 at long range. it didn't take long for relic to buff the g43.

and the svt-40 was worst than the conscript mosin at long range

When they did the weapon profiles? I was pretty sure the SVT-40 was about even with Script Mosins.

Jaegers: +40% accuracy, -58% recc. acc., -25% weapon cooldown.

Now riddle me this. If Penals need a nerf, why Fuiliers, nor Jaegers dont?
(not to mention huge utility advantage for Fusiliers and Jaegers)

Penals are fine. The trade-off for the soviet player is big, you go full AI early game with only mines to cover you from any early axis armour. The synergy with guards is decent, and interesting in terms of how many non meta soviet commanders you can go for now. But the early clown car is my biggest issue as OKW, Ost still does fairly well against sov t1 build.

Penals aren't a pushover anymore, players need to adapt to that, before the nerfbat is applied.

Because Fuiliers, and Jaegers are supposed to have about 1.25 times the vet bonuses of comparable infantry.

Or in other words Penals should really have 80% of what they have now according to that guideline.

That is one possible counterexample.
