Becasue emplacements are perfectly fine.
What's not fine is free counter barrage or immortal assembly engineers.
+1 Thats the point, although I would like a mobile mortar when playing brit instead of an emplacement. But the emplacement by itself (without doctrinal abilities) has its strengths and its weaknesses which are rather balanced.
