how do you deal with this commander in 1v1, with any faction

UKF: immediately get rolled because you cannot outcap them and and they are swarming your cutoff in buildings or green cover, theyll quickly get t2 and 3 scout cars out to annihilate anything else you had, by the time you barely can tech up to t2 and make maybe one at gun or a AEC that will get blown up by the horde

USF: severe problems dealing with osttruppen early game since wehrmatch player will just building hop any nades you throw at him and bleed you out of MP from trying to gain back your cutoffs
rifles can win 1v1 duels but its usually never the case since osttruppen are swarming the map and constantly applying pressure

soviets: the only faction with a decent toolset, but its still a big problem early game
in the first few minutes theres no possible way to dislodge osttruppen in buildings, molotovs take a while to tech and flamethrowers as well, but by the time you teched up all this stuff theyve already locked down your cutoff and fuel, so youll be behind the tech race and get hammered by scout car spam

MG works wonder against Ostruppen in my opinion, no risk of being rifle naded

Osttruppen is wonderfully balanced, Sniper with Osttruppen is plain broken tho

Any time I see Ostruppen in loadout I usually make a point to rush for all key buildings to preempt any garrison camping. This usually helps you to weather the initial storm where this strategy really helps the OST player.

CQC Infantry really do a number on Ostruppen - PPSH Cons, Rangers/Paras, Shocks, Commandos, Etc. all melt Ostruppen and early BARs as USF helps a lot too. Once you get past the early game and start getting upgrades and Vet you'll start outclassing the Ostruppen and overwhelm them.

I think the key is to not get bogged down early on in Wild Wild West building shootouts or in engagements where the MP trade-off doesn't favor you. I'll admit that I have a lot of problems if they get a half-track and use it as an Ostruppen factory... shit gets hard then. -.-

Too bad it's not that good in 3v3 and 4v4 games, or comp stomps for that matter.

As US, you could try Rifle Doc, use many RE to counter spam their spam, try to deny buildings. Then you can get many flamers, which will do the job.

Soviet, its not that hard to spend your 1st 60 muni on a flamer, support that engie squad with 2 cons squads and merge to keep the flamer in the fight, they wont hang around long.

The best way to deal with Ostruppen is pretend you're playing Axis: use team weapons.

Get a couple MGs, and a mortar team if Soviets (or mortars in general) to support any engagement made by infantry. Cover your infantry advance with an MG, and ideally keep your mortar covered with an MG.

Those Ostruppen are a meat shield designed to bleed your infantry for little gain. It takes mere seconds for a 1 man squad to return to full power, and it costs very little manpower to boot. As such, focus fire, focus fire, focus fire.

Don't a-move a blob of infantry into an ostruppen blob, it won't serve you manpower-wise. Focus fire one squad at a time. Ostruppen are flimsy and easily wiped, despite being 6 man squads. Also, don't bother focus firing ostruppen sitting in cover. Just ignore static Ostruppen and move to flank or just mortar them.

Also, if your opponent is constantly hopping buildings to avoid your nades, after the second or third dodge, just toss a grenade in front of the building door. You'll likely get a full squad wipe, as well as deter your opponent from acting with impunity with those buildings.

Two UCs work rather well against Ostruppen, if you can keep them alive...

Just keep them more than 20m away and spam suppressive fire. Ostruppen seem to get suppressed after 1 or 2 volleys in the open, which is useful against capping units.
