Not sure if this is the intended design or a bug but if an Infantry Section begins to build an emplacement using the Advanced Emplacements commander a Sappers section cannot assist them in building the emplacement to speed up the construction. Likewise Sections cannot assist Sappers in building emplacements if they start the build.
I assume its a bug since Grenadiers and Pioneers can both build the same bunker for OST.

Pios cannot help Grenadiers with bunkers
Sturm Pios cannot help Volks with Bunkers
Rear Echelon cannot help Rifles with bunkers
Same applies to Tommies

Pions can help Grens build bunkers (that's why I assumed the Tommy thing is a bug). It probably has to do with the fact USF and OKW mainline infantry fortifications are also commander only abilities.
