No Lvl 15. in the ladders. What is the reason?

I remember at some point i was lvl 15 Wehrmacht but now nobody is lvl 15, it just jumps from 14 to 16.
Anybody know why is that?

Apparently this is happening only in 1v1 ladders for some weird reason.

Always been like that, there's a threshold for each level, like percentile or something, and that's just how they did it, they left some numbers out.

There likely aren't enough people above a certain rating threshold to assign people to that bracket. You saw similar things on the CoH1 ladder, certain ranks would be vacant until enough people got high enough to flesh them out.

It's because lvls 20-16 are limited, there are always 200 spots (2x 20, 11x 19, 23x 18 and so on) but lvls 15-1 are unlimited based on percentile of total players.

This kind of explains what is going on but it's a weird way to make a ladder

But how this explains that I jumped from 14 to 16 after one win ?
