If I can't surrender in the first 5 minutes (whatever time frame it is), I shouldn't get a loss when some azzhat bails in that time, and gives me no choice but to quit.

Yep.

Also, there needs to be an easier way to report/punish people that pull crap like teamkilling. Currently SEGA and by extension Relic won't even consider player abuse without a Steam_ID, so a replay doesn't suffice, apparently.

The fact that players know full well they can act with impunity doesn't really help.
