M3 or M20 hardcounters it quite well. I have to admit that the small arms penetration is very RNG dependant, sometimes a con volley brings it down to 3/4 health, sometimes it doesn't. You also have to remember that there is one less infantry squad on the OKW side early on, so you should be able to win those engagements.
I like the Kubel's new role and I think it's fine.

yeah and then kubel casually rolls to your cut off while you are busy fighting his infantry.

sounds like a l2p issue to me though because of the reasons I stated above

Kubel has to be really good because the OKW are an early game faction with crappy lategame infantry and vehicles.
So: l2p. Soviets have no problem with OKW, and the only other faction (USF) has Riflemen.
