The only nondoc Soviet units that suck are the T34/76 and the 82mm. This plus lack of nondoc long range troops means there is no Soviet late game without call-ins. If call-ins requiring teching hurts Soviets call-in play then Cons can scale better or something.

What if I told you that SU-76 can't spot for itself and you don't have to bumrush your armor frontally?
Why not just put stuff in front of you SU-76? It's primary roll is a support tank. Having one follow your infantry around is how it's supposed to be used.
