you should alternate them in between each match to get good use out of all of your 3 strikes. 
Failure is always an option.

And we all know how that turned out.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

There better be a planned trading system implemented soon or I will be quite upset about all the duplicate faceplates and skins I already own. This is madness.

It took over 150 messages of complaints for Relic to finally tell people that the system is working as they intended, and that they know not everyone is happy with it.
I dread to think how many more messages it would take for them to actually implement some of the tweaks/fixes they say they're considering adding to it.
It seems the only thing that is likely to work is discontent and pressure on the forums - which is easily ignored as only one main thread seems to be allowed on the subject.

Actually, it took much, much more then that.
There is equally long, if not longer thread about it on official forums.
It makes sense to have 3 bulletins of same type, but I'm not buying the story that tripple commanders/skins/faceplates are working as intended when only thing you can do to them is discard them.

Thing is, a trading system would require further coding and ressources.
Im pretty sure they will simply limit the possible wins for war spoils to to a single one per unit.

Coh2.org should do a give away of one new commander for whoever has the most duplicate commanders. That would be a fun, and ironic, way of letting at least one person get the commander they want.

Yes, Relic have confirmed that they stack. Keep your fingers crossed that you get three bulletins that buff a unit to the point of making it OP.

They compound, so 33.1% faster
I have a long post in my head about what people can do with that...

The largest is something like 11% rotation on an elephant
Which compounds to 36.7% if you stack it three times
Of course if you are in a situation where elephant rotation speed matters you are probably fucked
