How do I change the quality of the fuel and munitions points. For example all my points are set at high and I want to bring some down to low and medium but I can't figure out how.

There should be only 1 quality of Munitions and Fuel.

territory_munitions_point_mp
COH1 had different levels of them, but not COH2. You can set the collection rate using a SCAR script. If you imported it as a COH1 map, you will need to redo them with COH2 objects.
