I just spam grens back. The key is to control your muni. Every Ppsh they get you have an LMG for. And keep 2 LMGs together. One moves the other mows. Don't waste muni on riflenades or tech to T2 or even Phase 1 too early. Keep fielding grens or pop an Mg or two in there after about 5-6 grens. Works great for me a lot easier to beat than maxim spam.
Your weakness or their strength is defeating light vehicles and weapon teams with a mass of scripts and forcing retreats while gaining map control. Don't waste your precious early manpower on these things. He isn't teching often and that allows him to sustain the bleed and outnumber you.

The PTRS's are fine as they are. Whenever i'm up against Guard Infantry, I always have to be careful with my vehicles or the Guards will completely destroy them. Good range, good damage and fairly cheap; if anything, the PTRS should nerfed since it's ridiculously good for the price. Even in the hands of Conscripts, the PTRS's are extremely potent.
