EMERALD BEAR BALANCE TUNING 1.2.3 cause FPS locked to 30
With tons of bugs still trying to play the game but it's not possible to play the game with 30 FPS. please fix it. anyone know how can I fix it?

EDIT: I see your issue started with the patch. So ignore info below.
Not sure. My guess is COH3 is playing in Windowed mode and your desktop is running at 30 FPS. So Coh3 has to run at 30 Hz. Cant see any other reason it would happen.
You may need to change your desktop settings. 99.99% of monitors will default to at least 60 Hz. If you try to run a 4K monitor, your cable or port (Hdmi) may limit you to 30 Hz. Older HDMI standards do not support above 30Hz @ 4K. Most people may run Display Port for 4K.
You could try setting Coh3 to a Full Screen mode. This again may be locked to 30 Hz if you are running 4K. So you will want to try testing other resolutions like 1920x1080.
In Coh2, there was a command line setting you could lock the FPS to. One may exist for Coh3. I think I saw one in the Graphic Settings in Coh3 also. But mine was greyed out.
You could also try running without VERTICAL SYNC if the setting exists in Coh3. It should.

Go to Documents\My Games\Company of Heroes 3
Find file configuration_system.lua and inside it search for frameratelimit and set it to 60. It helped for people who was locked behind 30 fps during alpha, so it still might work.
At least if you are talking about in-game FPS lock setting.

Sorry if this is a dumb question, but did u already try the in-game fps option?
I only ask cuz mine was at 30fps after the patch, but i just switched it back to uncapped fps in the options

the new patch reset all the graphics settings, you need to change it again
