Add Note while blocking players

In coh3 there should be a feature to block untermensch directly in game and also add a note to remember what they did. In coh2 blocking works via steam which really does not have a way to remind you what the person did that made you block them. How/where can I request this feature?

It should also have a reputation meter. People who team kill, or rage quit, or insult players because of some bias should lose points on the meter, and filtered out to play with good people!
