I'll take that as a no.
Mobile Defence will certainly be weaker without the Command P4 turning up at CP9 with its 20% damage reduction aura, but the Mobidef Meta's game isn't stalling for the Command Tank.
The Puma allows Ostheer to pump out about four T2 light vehicles. Once they hit CP5, the Pumas roll out to kill the enemy lights that'd usually counter that.
The true power of the doctrine is the triple synergy between Ostheer's spammable 200 MP 30 FU light vehicles, Panzer Tactician to keep them alive and the Ostheer Puma to protect them from LV dives.
