The damn thing indeed has 9 pop. It even shows when u hover over the icon.
Now I even have to prove it because a Moderator simply closed my thread claiming I would claim things without the research.

The Airlanding Officer that comes with it is 9 popcap. The glider itself doesn't take up any popcap.
