Thats is a false knowledge.
Soviets were not lacking of firearms or any other types of infantry weaponry at any stage of WWII.
Actually, every country, which had a part in WWII was OK with this type of equipment, even Finland.
The only place, where you could find unarmed soldiers, which were thrown into the frontline, was Eastern Germany in april/may 1945. So called "Vokssturm" was lacking of weapons or amunitions (or both) and there was some notes about human waves, which were trying to find a weapon on died corpse like in that "Enemy at the gate" movie.
There is one problem: Volkssturm wasn't technically a part of german army, so they were not even soldiers.. Which proves, that any army at WWII was lacking on firearms and every soldier should have atleast rifle in every "historically accurate" game.
