I think Shock Motor and Mechanized Support are pretty common
You don't start with them and they are not Common, they are either Uncommon or Rare

1. lend-lease - cause you dont need engies to repair, can play with NO TIERS and get shermans and fast M5 quad + good anti infantry guards
2. any doc with ppsh cons - cuz at vet 3 they are very OP
3. IS-2+KV-8 doc - no need to get tiers, it got all in one
About soviet strat, i think that starting with sniper is very good, then get like 3-4 cons, build T2 just in case (to get ZiS mostly) and then call-ins or usually T3 for M5

nice writeup, actually i think that best soviet commanders in 1v1 are :
1. lend-lease - cause you dont need engies to repair, can play with NO TIERS and get shermans
How do you manage not teching with Lend-lease and Shock Rifle?
You are relying on captured AT or you are just really confident in your mine and grenade play?
I really feel the Diska is lacking something, it (and the M2HB do a lesser extent) should really rip light vehicles to bits even better than Mg42 Incendiaries, but they don't
The other thing that Lend-Lease really lacks is any munitions ability for off map to break up a position (because calling in fuel drops and hoping they get shot down and crash on the enemy doesn't work anymore)

try going 5 cons then dshka to pin or 4 cons 2 dshkas - it's enought for infantry, then get AT nades, optionally molotovs, try to lay some mines on choke points where enemy could chase your cons, getting 5 CPs with that is easy, you kill a lot, you get more exp, thankfully quad upgrade doesnt need any tiers. when you git 10CPs for shermans you got enought fuel to call-in like 2-3 of them.
Had once a game where dude used it against me, lost early 2 cons and engies, thoght that game was won by then but later he roll out with 3 shermans and quad and cons blob vs my panther (i was OKW)
