This tank is KNOWN for its massive HE shell, taking it away is a big no no. Unit needs some changes now that self spotting is gone. Be nice if concrete rounds worked for what you pay. Take in mind that I'm 80% of the time an axis player. At least I wouldn't cry, since it would make it more specialised in one part. But that's my opinion In: COH2 Balance

I'd personally say get rid of the AI shell, since Soviets have enough counters to infantry and only give it AT rounds. Then bring it in line with the Elefant. Would do the trick probably.
