What about NO? I love the concept of offensive - defensive mgs. These are the little assymetrical things that make this game fun and deep. Actually no matchup is as greatly designed as soviet - ostheer one.
Oh, and btw, maxim is not the only offensive mg in game. M2HB is also great in this role, just comes too late and in less used tier.
Actually, in Japan's case, its the Type-47 Chi-Ha (which was soon taken over by the Shinhoto variant, which was about on par with a Sherman) which was their Main Battle Tank. The Ha-Go was just their best light tank. I don't think Japan is likely nor that they were amazing, but they did field tanks. They had quite a variety. I think a multiplayer-only, Late War japan would work. Mostly infantry and support teams, with cheap Ha-Go, Chi-Ha Shinhoto and one of their Tank Destroyers.
Also, Men of War 2: Assault Squad is able to make do with a Japan faction and does it quite well. I believe it could even handle Italy too, so I don't see why CoH2 couldn't. I don't understand this 'style' that people allude to, with CoH2. I mean, its not the only WW2 game on market nor the best.
Probably not factions I'd give campains though.
Africa Corps would better fit a Commander or two, theres not really anything unique to it.
How can you say that a tank with 25mm frontal armor was on par with sherman? Even p2 was better armored... Chi-Ha Shinoto was on par with panzer 38(t) or crusader at best.

There is literally nothing. The only thing that makes people think about another faction is that allies have more factions that axis... Thats it.
If you are willing to augment those armies with equipment that was either given to them by their allies or captured on the enemy it is possible of course. The only non ballance problem that arises is that this will still lead to the number of allied factions being much higher than axis one. But it is a minor issue.
Still I'm not sure if it wouldn't just be better to give each faction a commander, maybe even more than one, that has for example french or italian goodies in it. That way you still have a strong core in existing army and a chance to see your favouirte real army uniforms and weapons in actions. It is also much easier to do and relic can be quite easily convinced to this idea as it would mean making a lot of money in respective countries. The commander could be called for example "italian infantry doctrine" or "italian armour doctrine" and so on, just like "german infantry doctrine". Don't you think it would be enough while also being more probable and with shorter ETA?
There is also another good idea but it bases on playing community being much bigger than it is right now. Its using current 1941 (ToW) armies in separate automatch pool. Then you would be able to add factions that took part in the war between 1939 and 1941 with ease without adding foreign equipment to them. Maybe only the japan faction would have problems but it could be solved. Real problem is that splitting the playerbase would kill the game...
Tommies should have half of current penalty as bonus when in cover and half of it as penalty when out of cover. That way in cover they work better than engies but out of cover worse and that is actually the intentional behaviour. That would make them better than grens with mg42 in cover but worse out of cover so that also wouldn't change them into terminators. As it is right now every squad that picks up a bren is a terminator instead...
Problem is, it was never used in battle. All the other vehicles we have in coh2 have seen action, even if in some cases not much of it.
As for the sucking at tanks perspective this is a great example. They developed a prototype of tank in 1944 that was equal to a tank mass produced and used widely by soviet union in 1941. So yeah, they were pretty much far behind.
I can't speak for Japan (even if i would love to have them in CoH2), Italy didn't develop a vast variety of vehicles and weapons like Germans but Italians have enough stuffs to be put in CoH2. You wrote about guided rockets, intercontinental missiles and jet planes but do you use them? Are you able to use them?
Ww1 tactics ... I don't know, this sentence seems a bit stupid or exaggerated, because the only armies who fought in a very modern way of fighting were Germans and Soviets. And people aren't complaining about this.
British also used very modern tactics, actually they individually developed mechanised infantry with the invention of UC. They also had best radars at their disposal. Us forces were also very modern. Their armor and equipment may seem outdated but great usage of tanks and light vehicles combined with responsive and easy to call airforce and mobile artillery was what they used not only in europe but later in korea and vietnam so it was very innovative. And that actually wraps up all the factions we have in coh2.
Coh2 also keeps aside problems that affected Italians like shortage of resources, problem with supplying troops in Africa and tanks production.
Also the famous problem of fighting heavy tanks it's not a real problem because Italians developed many SPGs with high AT power, a 90mm AT and AA gun (Cannone da 90/53) and do you remember when USF didn't have Pershing? (And Pershing isn't that necessary unit to deal with other tanks), they still were able to win.
Italy maybe couldn't be a faction only because if game is really set in 1944 (I doubt it because eastern front armies are set during Kursk, while Italy was still fighting in the axis), but I want them anyway! And I think also much people would like to have them, a third German faction shouldn't exists.
Thats why I wrote about some exceptions. They had pretty good semovente assault guns, AA guns and great fighter planes. But apart from that you have only ships that were good. In my opinion its not enough. Coh2 is divided into game phases, in early game you need a good light vehicle, they could get an early tankette so its ok. But then in the mid game you need mobile, well armed medium tank. Hard to find one in italian army, they most often used pz3s and pz4s as their core medium tank. If you put semovente there it would make them defensive only faction as turettless vehicle will be countered by AT guns or TDs no matter what. Then you have the late game and you still have neither medium tank to swarm like usf nor a heavy tank to keep you on the field like germans or soviets. Makes you a bit like soviets with useless doctrine but worse All you can give them at this stage is artillery and AA gun emplacement but that sounds incredibly boring...
I would also love to have polish faction but you know, its not possible becouse all you would have to play with after early game would be partisans... Its much better idea to make unique italian commander for one of axis factions.
got hardware that not even exists when coh was release and i am still forced to play on mid if i want to play mostly lagfree. Paid 2.000 bucks so i would recommend you a buget of at least 3.000 + euro don't forget a quad channel mainbord and run everything on SSD's.
And before someone comes up with bla bla, i can play every game like Witcher 3, Farcry 4, BF 4, GTA V and so on on maximum grafic + a high fps rate.
What does the quad channel have to do with it? If he just goes for really strong double core processor, minimalist OC motherboard, 16GB of cheap dual channel ram, good enough gpu like gtx960, small ssd just for system and coh2 and hdd for all the rest he can get same performance in coh2 for a fraction of what you had to pay for your hardware.
Guys, this is most probably not what he is asking for. What he is asking for is that whether or not the post game "damage dealt" stat counts damage penetrated or damage shot. And it is no trivial question as in fact for at least some of the weapons, for example base mgs, it counts damage against tanks without them getting any damage.
