Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Give them more men per squad as they vet. Makes no sense, fixes nothing, 7 useless rifles don't make much of a difference from 6 useless rifles, discourages from using them even more as you end up heavily pop cap taxed by a squad that still does nothing other then feeding vet, but now they don't fit in any kind of cover. Give it a timed vet ability that increases its pen at the cost of a litte bit of fire-rate so it won't automatically become useless when mediums hit the field, call it a day and go from there later. USF AT gun has this ability and it doesn't have any drawback to it. Plus, what good is a vet ability, if the thing can't get vet, because it can't penetrate anything bigger then halftruck. Or you can build T2 and have all of that stuff cheaper, more cost effective and for less pop cap. If you feel like using incendiary barrage, there is crapload of better docs, no one builds tank traps. I want to love defensive doctrine, but M-42 performance and 120mm pop cap make me avoid it. It doesn't mean jack if you can live longer if you still can't kill a thing. Vet3 con buff is best example here. They are more durable, but they are still just vet feeders and cappers. You'll simply have combat crippled squad on field longer while you could use a proper infantry or ATG for not really much bigger cost, who actually does the job its meant to do. There is no redeeming factor for M-42. It would still be underpowered even at 160-120 menpower as it would still eat your pop cap rapidly without giving much in return. This is the case of utterly crappy main stats in relation to its cost, not any utility. In: COH2 Balance |

Conscripts have merge utility. They still can't engage any other infantry properly. Utility doesn't win engagements. Good stats for the price in relation to other units makes the unit useful, not gimmicks. Every single gimmick based unit falls out of meta instantly for not being reliable enough. In: COH2 Balance |
