No explicit reference to 3 or 4 SVT's or to what penals get. Ingame testing is the only way to go by.
Not in the notes for last update, hence free to assume its a bug, regardless how it works.

By default, I treat everything that is not in the -patch notes- as an unintended bug.
Unless the patch notes specify its intended, its supposed to be 3 SVTs and nothing for penals.
Kubel and 222 are imo a part of this as well, yet cant transport.
Kubel, while it can be grouped with very early non scale-able lights, 222 is its own category and frankly, 222 doesn't lack or need anything in current state, being non specialized, generalist of cheap LVs.

This thing is total garbage for 300 manpower and 60! munitions for some flares??? LOL
Wehr need a field hq like soviets... or even better remove all field hq's from the game as its a broken mechanic or at the very least make them so they can be unhq'ed
You are aware that command bunker exists?
Paired with med bunker, you have cheaper HQ like soviets, which can be placed anywhere on the map.
It and the Vickers share a problem in that they do too much damage. Regularly they will focus on a model, that model will die and all the suppression accrued on it counts for nothing. The gun then has to re-aim and, by the time the next model starts eating lead, the squad has killed the gunner or thrown a grenade.
Actually, they do too little suppression.
Their DPS is comparable to HMG42 and nowhere near HMG42 on incendiary rounds(which also suppresses in 1 burst).
