You're right in general but stuff like KV-1 and M-42 were added just for the sake of recycling them from singleplayer, now that bit is done I have no reason to expect Relic to pick more outdated units to create.
KV-2 proves otherwise.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Actually, it does explain it. In theory they can drop a model every single volley they fire, so it makes sense that they will win against raw DPS, because their own damage output isn't calculated by raw DPS value, but resolves around the crit. If their Kars do 16 dmg, they need to hit each model TWO times, then G34 model will simply instakill it with the crit. Unless you are using double BARs or proper assault infantry(shocks, thompson paras) its better to stay at range to minimize probability that G43 will kill your models. Teller mines, TWP on PaKs, even on StuG-G and no, IS-2 doesn't reliably wipe infantry or PaKs, out of all tanks only T34 is worse against infantry then IS-2. All factions use different means to fight off heavy armor, 3 of them have 60 range TDs, 3 of them have potent AT guns, 3 of them have handheld AT that works more or less and so on. Raw firepower isn't the only way to deal with heavies, which every soviet player can tell you from the first day of CoH2 and ost definitely does not lack in variety of non doctrinal options to deal with heavies. This attitude is a direct result of constant stream of disappointments in new soviet doctrines and units, complete inability to improve weak and never used ones, pretending the problem and the units don't exist as well as complete unwillingness of relic to make SU less dependent on doctrines, enforcing certain playstyles not only to be competitive, but to not loose to worse players just because they have incomparably better tiering and doctrines supplementing their army, not replacing it. There is also a fair share of bitterness for remaining 3 factions but these need surgical cuts, not heart transplant and months of rehabilitation. A good balance patch and improvements to what already exists to make it desirable is #1 on my personal list even against the fact that I LOVE new units and seeing how pretty much 100% of new units relic introduced from doctrines are more or less underpowered then basic units doesn't shed any bright light on the faction.
