Who the hell builds SU76, but in theory wouldn´t the Su76 be a soft counter to Pumas? Pens every time, better RoF and cheap ? The fact that the puma needs 3 shots and the Su76 4 is a problem though.
I'm having some trouble understanding what your calculating. Specifically what's below the horizontal line. It looks like comparison of pak vs zis. Pak is way better.
How many shots you expect to land on intervals of 10-20-30s, between () are the numbers for vetted AT guns.
You need 6.5 penetrating shots (1040hp) to kill either tank.

Note: it´s far more common having a vet AT gun rather than vet2 heavies due to how fast they vet.
Note2: now i´m scared of vet3 zis.
Note3: guys, don´t forget to use TWP the next time you face an IS2.
This would make the scaling to vet2 a bit less drastic, increasing a bit survivability early on.

Mines COULD give xp. Someone could argue it would be an easy way of getting vet3 engineers on an instant, therefore it could be xp gain only for building/defusing them.
RE/Pios could get xp for building bunkers.
I´m not sure regarding xp from base buildings and obviously NO to things which are free (barb wire, sandbags, tanktraps, etc.)
More of an oversight or exploit. Bug has more to do with things that aren't working like they are designed. This is more of something that the devs never even thought anyone would try to do.

DPS lose: that´s the problem of upgrades vs default weapons. Same problem Penals suffer but even worse.

Vet2 increase received accuracy (it was 40% extra armor). Someone knows the value right now?
Without changing the stats of the unit, you could spread the benefits of vet2 into vet1 giving it a bit of increase survivability.
So if for example it was -29% rec acc, it could be spread out 15-15 between both levels of veterancy.
Tweaking reinforcement/cost should also be an option.
