I am unlocking this thread, I am aware that people may have questions regarding these refereeing actions. Please keep it civil all.
Whenever we decide anything we use democracy with refereeing decisions and everything is carefully thought over. The overall goal is to ensure a competitive event with integrity and respect for the competition.
Was Stuve banned from the qualifier or the entire tournament? I hope in the spirit of great competition he is around. Many people enjoy watching his high iq plays.

It was a educated gamble to allow Noggano and the other two Russian players a chance to qualify for GCS2, at the time it looked possible that we could arrange visas.
Unfortunately today we found out that this was a lot less likely than we originally thought. Due to current events Britain is rejecting 60% of visa applications, and Noggano would have to fly to St. Petersburg to even start an application which may still get rejected.
This is a blow for morale and although it could be foreseen it still hurts, Noggano is an awesome player and his accomplishments won't be forgotten.

Solution:
Vonasten is the only person to beat Noggano in GCS2 he won 2-1 in the quarter finals of Barbarossa, he also was the runner-up in the final of Citadel when Noggano won and qualified.
We had previously qualified vonasten and removed from the qualification process due to him having accumulated so many points it was nearly impossible for him not to qualify.
Instead of that we will now say Vonasten is given Noggano's space and we'll free up another space on points.
Also
Noggano has been sent $100 in prize money for winning the qualification tournament as an honorary prize.

GCS2 situation as it stands now:
5 qualification spaces still available:
1. 1st on points
2. 2nd on points
3. 3rd on points
4. Fan vote based on 4th - 6th on points
5. Winner of tournament 4: Bagration.
Qualifiers so far:
1. DevM (winner of Barbarossa)
2. Vonasten (runner up in Citadel, 24 GCS2 points, and only person to beat Noggano who cannot travel).
3. Luvnest (winner of Overlord)
Adding this one because people keep theorising etc.
3) Vonivan warned by referee for writing in sandbags in base.
During his quarter final first game VonIvan wrote a message in sandbags in base with a full volksgrenadier squad. This could be interpreted as noncompetitive behaviour, and vonivan was reminded of this by a referee following the game - he apologised at the time.
All of the following decisions were taken due to the recent GCS2 Qualification Tournament 2: Overlord.

1) Taking too much time between games.
Three players were warned about taking too much time in between games. These warnings will carry forward into future tournaments, please be mindful of the rules thank you.

2) Stuve forfeit/ DQ from GCS2 - after refusing to play third-place playoff vs. Kimbo
Background and prior context:
Second round: there was confusion over the Crossing-in-the-Woods map version, this was at all not Stuve's fault but may have 'set the mood' for later issues.
Quarter final: Stuve warned for being 21 minutes late for game 1. Stuve then threatened to not play vs. VonIvan unless it was confirmed he would not receive any victory point penalties. He was informed he would only receive a warning (there may have been communication between players that caused the original confusion).
Third-place playoff: Upon hearing that the third place play off was not being live casted, but instead would be casted from replay by Tightrope - Stuve refused to play despite repeated requests. This is despite having earlier agreed to a time (he then chose to play PUBG instead).
Decision:
There have been complaints from top benefactors and players that Stuve's behaviour was damaging and disrespectful to the project that the community has pledged a lot of money and effort in creating. Based on this and the opinion of the referees and organisers Stuve has hereby forfeit any further right to play in GCS2 and has been formally disqualified as a natural extension of his own actions.

Sure, nobody expects Steamworks to croak in the foreseeable future, but is future-proofing so much to ask?"
As someone that's currently trying to run an 8 man live tournament based on this game, I agree entirely.
The lack of LAN is shocking, we have to basically have a live event where players still have internet lag...
