Basically its just the mod teams ways of giving the middle finger to Wehr not to spawn Storms out of the building to do something actually useful. It's because spawning extremely high damage CQC troops out of buildings is crazy powerful. The upgrade time is there to make you spawn them ahead of time so they can hide and upgrade, rather than just spawning them mid-fight. Same rationale as Infiltration Commandoes spawning with 3 men with abilities on cooldown. In: COH2 Balance

Thread: USF players, how are you finding the new Tech Revamp?13 Dec 2018, 12:02 PM Can't say I like the Bar transfer from the Lt to the Cpt and costing muni on top of it. It removes the USF ability to be all-in offensive in the infantry war, and together with it, some of the faction's unique strength and feel. It's true that the lack of the starting BAR has weakened the Lieutenant a bit, but it would have been crazy strong as the third unit. However, the Lieutenant hits the field faster, and double teching Lieutenant/Captain without buying the LV unlocks also unlocks Major. That's two 300 MP squads for 400, and you've got your HMGs and AT guns available. The BAR and Bazooka being swapped between LT and CPT is actually pretty smart. It gives you a reason to consider going Captain first. Otherwise, LT would be the strictly superior first pick in all teching paths that involve it. In: COH2 Gameplay

The problem is those abilities cost a lot of fuel and manpower to unlock in the first place, and that's not worth it if you've gone one Conscript squad. Giving much less punishing access to Molotovs and AT grenades for one or two Conscript builds would go a long way to help them. Otherwise it'll stay all-in PPSh builds, Tank Hunter builds that don't pay fuel for Conscript snares, or no Conscripts at all. In: COH2 Balance
