Hey! Welcome welcome! You surely can talk about these things on this forum, but you can't openly accuse anyone of cheating. So talking about team killers is totally fine, but as long as you also don't openly state the players name we are all good.
Now as for reporting him. Yes it can be done, but I don't see it having any kind of impact since Relic's focus and resources are far removed from CoH2. It would be better to just ignore these kind of players, since they are pretty rare when I think of my own experiences.
If they start teamkilling, just instantly leave. They enjoy teamkilling and they enjoy seeing the rage. Don't give them any recognition or any pleasure and just instantly leave. Remember, they don't enjoy teamkilling ai, because ai doesn't give a damn lol.
. As for the trolls and younger people who have not "experienced true classics of our time and just come here to prove that they are better than someone else", are you not suggesting in that very same post on this very forum that you are better than them just for having experienced games in a time when they were not around yet
