Hmm, ok, since it is same cost, Penal does need to perform better, though I still think SP needs to be able to take on Penal at close quarters and win so as to prevent blob of penal moving forward brainlessly.
I propose that penal loses more accuracy at mid range than rifleman, so penal still plays out as close range units rather than "Close range gank machine that continues to gank at medium and long".
MG still needs t1 for OKW I think?
