My guess is that this will be done when everything wraps up. There is no relation between the cut-off date for getting in with when whatever-it-is is issued. So there was no reason to expect anything on or after Sept. 5th. I would expect an announcement only after the final is done.

Well in this case you certainly can. Someone who doesn't want to be identified while making an argument clearly doesn't want to held accountable for their claims. But science depends on reliable sourcing and verification; someone who does't want to play by those rules can be safely ignored.
Anyway, I can make a good probable guess as to why, and it doesn't do any favours to the idea of taking him seriously.
I don't think there's much to this objection. It's common practice to switch terms so as not to make a piece of text repetitive; crew are also referred to as "hands" in the piece.
