i think the M45 would benefit greatly from having increased close range pen; say a 50-75% chance to pen a medium at close range. something like 200-125-50 (numbers for scale only) for the falloff. this way it could fight mediums at close range but wouldn't be much of a threat to anything bigger than a lusch at long range and would do nothing to heavies. currently the thing is amazing against the lusch and shit against everything else, except infantry, which it snipes.
it will kill shermans and 34/76s. anything that out ranges it out ranges it but it can be placed such that there are blockers to prevent the range from being useful. if an su-85 or, god forbid, jackson, get's in range it's very dead. scatter, as mentioned, also means it takes 2 or 3 times as long to kill it with attack ground. part of what makes elite rifle flares so good. the only "safe" way to kill the thing is to use artillery but the smaller mortars/pack howitzer don't have the range to safely do it (because of defending infantry) and it takes a long time anyway.
the flakHQ would probably be fine if it came out later and OKW didn't have such strong everything else. as it stands they have no problem with map control past the very early game due to enourmous blobs for capping/fighting and the trucks allowing them to lock down a large section of the map (even worse with choke points factored in) plus decreasing retreat/repair times.
Tab kind of sucks though because once you do it you have to cycle through every unit to get back to them all. i don't use it much because of that.

i don't think they should be added but not for the reason on the poll and thus haven't voted yet. the unit presented in the game each fill a specific role (something that causes problems with soviets in particular and USF because they're designed not to have all options available.) and removing units, even if they're swapped for another unit, just creates more balance problems, something relic itself to be poor at dealing with. I'm not against the idea of adding an additional unit to each faction from a selection but if it's done it should not replace an existing unit. that said, i don't think it's needed, that's basically what doctrines do.
that only works if the opponent has 1, maybe 2 tanks though. also, the more schreck volks you have the more map control and nades you have and they don't vet well without schrecks. plus, 1 could miss. also, they snipe infantry and wreck buildings. really, just upgrade every volk with schrecks.
