the only reason i can see not to push forward changes (even if they are imbalanced) is if you're not sure how to deal with their effects.
hypothetically this would be something like: because OKH is boring we made the main gun do 240 damage. everyone liked this change (lol, please bear with me) but this causes really big balances issues that we're not sure how to solve; obviously AT isn't going to be very effective. since we don't even have a concept for how to solve the issue we'll hold off on implementation.
the whole t3/4 change not making it all in is stupid as any minor issues would just need a hotfix after a week or two to adjust cost/timing efficiency.
So becouse I play USF, wich have only 3 extra commander (like OKW), Commander drops will duplicate over time? I hope this problem will fixed later somehow.
i'm not sure if you get commanders as a percentage of drops (in which case you would get more dupes with USF and OKW) but you can get duplicates with any faction; i've seen pictures of people with 5 of the same soviet commander.
Sov, no linear tech for t1 and t2, force building of t3 while decreasing its price. move su76nto t3. t4 add t34/85, while forcing t3 to be built first.

Well, the Ambulance can still be pretty hard to get to/find in larger games (where the forward retreat point problem is at its worst due to the larger maps) with more players around it. Makes forcing in to it tougher.
Of course, that makes the OKW's version of it even worse by comparison, but still - a bigger problem doesn't make a smaller problem not a problem.
you just have to triangulate the major's radar (look for the antenna, it shows up through fog of war).
coh2 really has too many vehicles. even in a 1v1 you can easily have 3 or 4 vehicles on each team. in dow2 one vehicle was about standard and two was a lot. there were a LOT more infantry options in dow2 though, particularly if you include upgrades. coh2 is basically 2 infantry (basic and elite) and 3 support teams for infantry.
jpIV will hardcounter the e8 with at least one other source of AT (or by itself with enough vet).
schrecks are mediocre against it because the e8 has decent splash and the schreck is on an infantry platform.
rak has the same problems the schreck does but from the perspective of an AT gun instead an infantry squad.
enough medium tanks with splash will run anything over though. this is true of IVs, shermans, e8s, 34/85s, and 34/76s (to some degree, much easier to counter though).
