Pack howizer arrives even later and is still kinda expensive. Just give them goddamn 60mm mortar And you need to research grenades and use your valuable fuel. At least soviets can get their nades in CP2 for Guards, Shocks and Irregulars and molotov upgrade is much cheaper. In: COH2 Balance

Just make them avaitable only after T3 "upgrade". Like you must upgrade your Tier 3 to access T70 and M5. Cost would be something around 200 mp 20 fuel. In: COH2 Balance
