Just played this with the lefh doc in joint ops, looks like concentrated fire barrage wouldn't work unless it is within the arc of fire that the lefh is currently in. Dropping it anywhere else will close the lefh to not fire.
I may be misremembering it, but I'm sure the lefh adjusted itself and fire in prior patches.

Tested this in a custom battle, seems to work fine for me. LeFHs will pack up to face the right direction and start firing.
Could it be that your officer was out of range? The ability doesn't say, but I believe LeFH's "only" have 500 range for the Coordinated Barrage. That should be enough to cover the entirety of all 1v1 maps (as most are 300x300 to 400x400), but some 2v2/3v3/4v4 maps are a lot larger.
Otherwise it might be some random conditions that triggered a bug, in which case probably only a replay would be able to help us find out what exactly caused it and solve it.
