not sure about teamgames, but from a 1v1 perspective i'd say the m20 is pretty much fine as is. if anything, a slight increase in build time would probably be justified, as well as getting rid of the crew bazooka. as others pointed out already, this is merely a relic of pre-overhaul times where the lt tier didn't have any other at options - which is thankfully not an issue anymore

The rule of a thumb should be simply to make units that have more abilities more expensive.
Then everybody discussing balance issues could decide - Do I want a unit that has ability X and because of it is more expensive, or do I prefer a unit that hasn't got this ability and is cheaper?
So far only price/damage/health relationships have been analysed from the balance standpoit while there should be discussions like why is unit with many abilities as expensive as a unit without them.
