I've gotten quite a few requests for this file recently. I managed to dig it out of an old hard drive and uploaded it to Google Drive:

This is for changing around/compiling the cache file, right? Does this make it possible to create/properly read bsc files, or has that been possible already?

Unfortunately, the details are quite hazy since it was nearly a decade ago. I imagine if you had a good understanding of the .bsc file format you could probably create your own. But, beyond that, I have no idea.
