1) How long did it take to develop the modding tools for CoH2?
A few months, maybe more. Most of the tools were developed with CoH1, so porting it to CoH2 should have been an easy process.
2a) Did Relic build modding support into the core foundation of the game, or add it after the game was complete?
It was built into the core foundation of the game. Almost every aspect of the game is soft-coded, and can be modified outside of the source-code.
2b) What impact (if any) did this have on the development of the modding tools and their functionality?
It made the creation of the tools much easier, as instead of having to include all the source code and requiring the use of a compiler (Like Source SDK), everything can be done by anybody on the fly. Really, most of the tools are just fancy text-editors, each one tooled for the special formats relic uses.
Remember; If it can/should be soft-coded, make it soft-coded. The only things that should be hard-coded in a RTS game should be the most basic elements of the game, or things you dont want being modded (store/account data, basic UI functions, anticheat, etc.)
As far as I can tell, the "Validate Actions" flag just checks if the type of the ability can work with the actions given. I'm pretty sure its a relic from the coh1 attributes. Each action in coh1 was separated into different categories (Upgrade, Critical and Ability), as certain actions were not available/interchangeable with abilities, upgrades and crits. Example; The Overwatch/Creeping barrage action was only available for abilities, and could not be triggered from a upgrade or critical.
As a rule of thumb, its better to keep it on for simple abilities like throwing a grenade or timed modifiers, but disable it for more unique abilities with alot of requirement checks and such.
I'll be stepping away from the CoH series for awhile, probably until Relic decides to lift the restrictions on modding or CoH1 gets some non-ballbreaking tools. Since I dont want to go out with a whimper, here's all the content i've made over the years;

Oh I meant the CoH1 Animations to CoH2. CoH2 has had a bit of a downgrade, and I was planning to show that in a video, comparing a normal infantry fight in coh1 vs coh2, and maybe some other stuff. Here's the list I wrote down;

Well if you ever get the time, and you want to do that, that'd be great! There's a few other things that I was planning to compare from CoH1, like fidget/flinch animations, squad-ai, and reaction behavior, before I found out that I can only record at 10 fps.

Yeah, these are the original vanilla animations back from 2013/2014. The animations weren't improved after the British forces, they actually broke them instead. These animations have more cooldown animations, no movement bugs/slow-turning, and less buggy death animations (especially for on-fire deaths). I would provide a video comparison if I could, but I dont have the rig for it.
As you might have seen while playing the game, the current state of the infantry animations is poor to say the least. It wasn't always like this, so today im giving you a (less buggy) glimpse into the past/a fix.
