The ones which were made after partisan buff.
I'm 100% positive you know how to read patch notes yourself.

I know how to read but if you are talking about 2015 they also become cheaper.

Partisan cost reduced back to 210 now that they do less damage"

Partisan still have enough shock value since they can kill team weapons. The commander might need a revamp but that is another story.

A reinforce cost and/or upkeep reduction would be great for sure

The thing is that simply reducing cost/upkeep/allowing merge can make them extremely spammable. And it can result in total domination of Partisan Tactics. We already had this problem in the past, there is a little reason to revitalise it.

Treat them like commandos, they can even place mines.
Problem is manpower bleed + the commander sucks badly.
