back to resource penalty first
and rework OKW
also okw vet 5 system need whole rework
vet 1~3 = same as other faction vet efficiency
vet 4~5 = add utility skill only
i disagree obers put in T0
Earlier Obers provide a much-needed alternative to Volks spam, although they may need some retuning for the much earlier timing. -> ???????
