Anyone ever thought about delaying penals later? Feel like that gives more flexibility for improving cons, and you could even rework penals a bit.

Put a weapon upgrade for cons behind t1, any maybe mollys too. Move penals to t3 or 4 and adjust accordingly. Would be drastic but just an idea
