I want to try to modify the "UIHigh.sga" file of COH2. How to package it? Is there any tools and tutorials about sga packer?

You can not modify "UIHigh.sga". The game won't load it with your mod.

Im pretty sure its something to do with archive.exe in the main coh2 folder. You could try extracting the entire UI sga, do your changes, then drag the whole data folder onto it.
I know its possible to replace game archives without it noticing, as long as its only visual/client-side. Thats how I did my personal fix for the SMG animations.
