Is it possible to create announcements with the attribute editor? So for example when an officer dies it triggers an action that displays a message to all players.

With just the attribute editor, yes, a basic announcement could be made, but it wouldn't look very good and might be easy to miss. If you want something much better and more flashy, you would have to use SCAR.
