Not sure about the "best" but my favorite is Moscow Outskirts. Least favorite, if that matters, is Pripyat Winter.

Rhzev Winter. The ice gambling is a fun mechanic and it would be great to see more of it. Perhaps a map with two small bases of snow set out on a great sea of melting ice with a tank battle focus. Hilarity ensues.

Moscow Outskirts Spring with Winter resource distribution would be best. Minsk Pocket can be fun. But, Rails And Metal is definitely the best.

It's a no brainer to port Rails & Metal to CoH 2. In fact, I would port that map before Angoville or any other new map.
Of the current 2v2 maps, Moscow is several steps better than the rest of the pack. I try to avoid "bridge" maps at all costs.
