I think that would be confusing to implement, since ice repairs only during blizzards normally. What would you do for maps with blizzards? Would it automatically repair after a set amount of time, even if its still sunny. Whilst blizzard will always fast track that back to repair time.
Your right though aswell because ice breaking does give a lot of risk and excitement to games though. I think its an awesome feature, if not its the best feature of winter maps from a spectical point of view.

The ice actually works! Maybe it got fixed when the balance patch went in? I dunno... but it's fully functional ice now!
